إنَّ من أهمِّ أهداف هذه الدِّراسة، الوقوف على أهمِّيَّة الجاهزيَّة الإداريَّة لمواجهة الأزمات في جميع مراحلها، وليس فقط التَّصدِّي للأزمات والمشاكل النَّاتجة عن وقوعها الفعليِّ ولكن أيضًا توجد ضرورة ملحَّة للوقوف على أهبة الاستعداد، والقدرة على اكتشاف والتقاط إشارات الإنذار المبكِّر للأزمات، وذلك عن طريق فريق إدارة أزمات دائم الجاهزيَّة، يتبع سيناريو إداريِّ موضوع ومصدِّق عليه من الأطراف المعنيَّة والمسؤولة عن إدارة كافَّة مراحل الأزمات .
ومما لا شك فيه، أن قطاع الرِّعاية الصِّحِّيَّة يلعب دورًا محوريًّا في ضمان بقاء الأمَّة واستمرارها، خاصَّةً في أوقات الأزمات حيث تعد الإدارة الفعَّالة للأزمات داخل هذا القطاع ضروريَّةً للحفاظ على الصِّحَّة العامَّة، وتخفيف المخاطر، وضمان استمراريَّة الرِّعاية .وفي سياق مصريّ طموح، يحدِّد الإطار الاستراتيچي لرؤية 2030 أهدافًا طموحةً للتَّنمية المستدامة والنُّموِّ الاقتصاديِّ والارتقاء بجودة حياة المواطن المصري وتحسين مستوي المعيشة، مع اعتبار إصلاح الرِّعاية الصِّحِّيَّة عامةﹰ والطبية خاصة ﹰركيزةً أساسيَّةً. تهدف هذه الرسالة إلى تطوير متطلبات إدارة الأزمات بشكل قوي في قطاع الرعاية الصحية في مصر، خاصة القطاع الطبي، بما يتماشى مع الأهداف المنصوص عليها في رؤية 2030. تؤكد رؤية مصر 2030 علي أن جودة الحياة تعني ضمان الحفاظ على صحة المواطنين، وتؤكد أيضاﹰ على أهمية أنظمة الرعاية الطبية المرنة القادرة على الاستجابة لحالات الطوارئ والأزمات، مثل الأوبئة والكوارث الطبيعية وغيرها من تهديدات الصحة العامة، وقد سلطت التحديات العالمية خلال الخمس سنوات الأخيرة، بما في ذلك جائحة كوڤيد-19، الضوء على الحاجة الماسة إلى استراتيچيات فعالة لإدارة الأزمات يمكنها التكيف مع المواقف المتغيرة بسرعة وفاعلية، وتقليل الآثار السلبية على تقديم الرعاية الصحية. تسعى هذه الدراسة إلى تحديد وتحليل متطلبات الإدارة التي يمكن أن تعزز الجاهزية للأزمات والاستجابة لها والتعافي منها ضمن إطار الرعاية الصحية في مصر.
ومن خلال دراسة الممارسات الحالية والفجوات المحتملة والاطلاع قدر الإمكان علي أفضل الممارسات الدولية في المجال الطبي، ستقدم هذه الدراسة توصيات شاملة مصممة خصيصًا لسياق الرعاية الطبية في مصر. وسينصب التركيز على دمج الحلول المبتكرة، والاستفادة من التكنولوچيا، وتعزيز التعاون بين أصحاب المصلحة لبناء نظام رعاية صحية مرن. ومن أجل التوصل لتحقيق ذلك، تم ﺇجراء تقييم للوضع الحالي الفعلي، و ﺇجراء مقارنة على مستوى الدراسة الميدانية لعينة تمثل مجتمع من العاملين بالدولة بالقطاع الطبي المصري، وذلك عن طريق استبيان وقياس نتائجه من خلال هذه الدراسة الميدانية وتقييم متغيراتها – الرئيسة والفرعية

One of the main objectives of this study is to emphasize the importance of management readiness in managing crises at all their stages. This goes beyond merely dealing with crises and the problems arising from their actual occurrence on the ground; it underscores the importance of proactive preparations and the capability to determine and act upon early warning signals of crises. To achieve this, we are in a need of a committed permanently prepared crisis management team operating under a well-defined, validated management scenario endorsed by relevant stakeholders responsible for managing all phases of crises. Undoubtedly, the healthcare sector plays a vital role in ensuring the survival and continuity of nations, particularly during crises. Effective crisis management in this sector is essential for safeguarding public health, mitigating risks and ensuring the continuity of care. Within the ambitious Egyptian context, the strategic framework of Vision 2030 outlines ambitious goals for sustainable development, economic growth and the enhancement of the Egyptian citizen's quality of life. Healthcare sector in Egypt reform, particularly medical care, is fundamental in this vision. This study is focusing on strengthen the requirements to boost crisis management in the healthcare sector in Egypt, especially the medical sector, aligning with the objectives set out in Vision 2030. Egypt's Vision 2030 states that quality of life needs preserving citizens' health. It also focuses on the significance of flexible medical care systems capable of responding to emergencies and crises, such as pandemics, natural disasters and other public health threats. Global challenges, over the past six years, including the COVID-19 pandemic -corona virus- have cleared the need for effective crisis management plans that can quickly and effectively adapt to changing & challenges while minimizing negative impacts on healthcare services. This study aims to identify and analyze management requirements that can enhance readiness, response, and recovery during all phases and types of crises in the healthcare context in Egypt. By examining current practices, identifying potential gaps and identifying international best practices, the study will provide comprehensive recommendations tailored to the healthcare sector in Egypt. The focus will be on integrating innovative solutions, using technology, and increasing collaboration among stakeholders to build a resilient healthcare system. Reaching these objectives required an evaluation of the current state, which included a comparative field study of a sample representing the employees of the Egyptian medical sector in the capital. Data collection for this study took the form of a survey, with the results being subjected to statistical analysis to allow a targeted evaluation of the key variables
