هدفت هذه الرسالة إلى توضيح الدور الذي يمكن أن تلعبه أنظمة التمويل الحديثة بمشاركة القطاع الخاص في تحقيق وتحسين الكفاءة التشغيلية والمالية في قطاع محطات تداول الحاويات بالموانئ المصرية وذلك من خلال دراسة أشكال مشاركة القطاع الخاص (PPP)، التجارب الدولية في تطبيقات أنظمة التمويل الحديثة والدروس المستفادة، الملامح الرئيسية لقطاع محطات تداول الحاويات بالموانئ مؤشرات الأداء التاريخية والتشغيلية والمالية في محطات تداول الحاويات بالموانئ ومقارنتها.
اعتمدت الدراسة على المنهج العلمي التجريبي وهذا المنهج يجمع بين كل من المنهج الاستقرائي والاستنباطي في شكل تكاملي وبما يسمح بالاستفادة من النتائج والتوصيات التي سوف تصل إليها الدراسة والمنهج الوصف التحليلي في اختبار التساؤلات البحثية للدراسة وفروضها والذي يعتبر بمثابة مظلة واسعة ومرنة تتضمن عددًا من المناهج والأساليب الفرعية ومن أهداف الأسلوب الوصفي التحليلي الكشف وجمع معلومات حقيقية ومفصلة تحليل البيانات وتفسيرها، وتحديد المشكلات الموجودة والاستفادة من آراء الآخرين وخبراتهم في وضع تصور وخطط مستقبلية لاتخاذ القرارات المناسبة وكانت متغيرات الدراسة من جانب المدخلات لحساب المؤشرات التشغيلية ( طول الرصيف متر – مساحة المحطة متر مربع – عدد أوناش المحطة) ومن جانب المخرجات تتمثل في (أعداد الحاويات المتداولة – إنجاز المحطة/ يوم – إنتاجية المتر رصيف/سنوي – إنتاجية المتر مربع / سنوي – إنتاجية الونش/سنويا – إنتاجية الونش/ساعة)، وقد قام الباحث باستخدام اختبار ت لعينتين مستقلتين(T test)، واختبار تحليل التباين أحادي الاتجاه ANOVA لاختبارات فروض الدراسة وتوصلت إلى وجود فروق ذات دلالة إحصائية عند مستوى دلالة أقل من 0.05، كما تم استخدام أسلوب المقارنات البعدية Post Hoc Comparisons)) باستخدام اختبار توكى Tukey’s HSD Test
وتوصلت الدراسة إلى مجموعة من النتائج والتوصيات التي من شأنها زيادة الكفاءة التشغيلية لمحطات تداول الحاويات المصرية ودعم أنظمة التمويل الحديثة بمشاركة القطاع الخاص في قطاع الحاويات ودعم متخذي القرار في عقود أنظمة التمويل الحديثة.

This thesis aims at highlighting the significance of modern financing systems in achieving efficient operations and financing of the Egyptian container terminals through the analysis of different applications of public-private partnerships. Towards this goal, this paper carries out a thorough analysis of different types of public investments, public-private partnerships, modern international financial systems, best practices and lessons learned. While studying the main features of the Egyptian container terminals through a comparative historical trend analysis of operational and financial performance indicators.
The overarching strategy and rationale of this research relies on the experimental scientific method, which combines both the inductive and deductive methods in an integrated form. This methodology allows for performing analytical descriptive testing of hypotheses to answer the research questions. One of the objectives of the descriptive analytical method is to uncover and collect real and detailed data, analyze and interpret data, identify existing problems, and benefit from the opinions and experiences of others in developing future plans and thus concluding appropriate decisions. The variables of the study were from the input side to calculate operational indicators.
The input variables such as (length of the berth in meters - the area of the station in square meters - the number of station cranes) were used to calculate the operational indicators. while output variables, such as (the number of containers handled - the completion of the station/day - the productivity of a berth per meter / year - the productivity of a square meter / year - Winch productivity/year - winch productivity/hour) were used as performance indicators. The researcher used (T-test) for two independent samples, and one-way analysis of variance (ANOVA) test to examine the study hypotheses and found that there were statistically significant differences at a significance level of less than 0.05. Finally, the researcher utilized the Post Hoc Comparisons method while using the Tukey's HSD Test.
This study concluded a set of findings and recommendations that are said to enhance the competitiveness of Egyptian container terminals by boosting operational and financial efficiencies, empowering modern financing systems through public investment and public-private partnerships, and finally supporting decision-makers in conducting modern financing contracts.
