يتناول البحث آلية لإعمال جوانب الحق في السكن الملائم التي أقرتها لجنة الحقوق الاقتصادية والاجتماعية والثقافية التابعة للأمم المتحدة (UN-CESCR) في عام 1991م. من خلال طرح قائمة مرجعية لتفعيل جوانب الحق في السكن الملائم ببرامج الإسكان الميسر. كما يتناول البحث التعريف بالحق في السكن الملائم وأصحاب ذلك الحق وجوانب إعماله، ويستعرض بالتحليل والتدقيق منظومة انتاج السكن في مصر ويختص بأربعة مراحل أساسية لبرامج السكن الميسر في مصر لبناء هيكل القائمة المرجعية المقترحة لمؤشرات إعمال جوانب الحق في السكن الملائم. ومن خلال ذلك يصل البحث لتحديد القائمة المرجعية المقترحة لتفعيل جوانب الحق في السكن الملائم في برامج الاسكان الميسر من خلال مجموعه من المعايير الإسترشادية.

The research deals with a mechanism for Realizing the key aspects of the right to adequate housing that approved by the United Nations Committee on Economic, Social and Cultural Rights (UN-CESCR) in 1991, By presenting a checklist for realizing the key aspects of the right to adequate housing in affordable housing programs. The research addresses the definition of the right to adequate housing, the holders of that right, and the key aspects of realizing it. The research also reviews, through analysis, the housing production system in Egypt, and specializes in the four main stages of affordable housing programs in Egypt to build the structure of the proposed checklist for indicators of realizing the key aspects of the right to adequate housing. Through this, the research determines the proposed checklist to realize the key aspects of the right to adequate housing in affordable housing programs through a set of guiding standards.
