أفرزت الحرب الروسية الأوكرانية العديد من التداعيات السياسية، والأمنية، والاقتصادية، وحتى الاجتماعية على الصعيد العالمي، وليس على مستوى أوروبا فحسب، حيث أحدثت تغييرات جوهرية في البيئة الأمنية الأوروبية فيما يتصل بإعادة مفهوم الحرب التقليدية في الحسابات الأمنية الخاصة بالدول الأوروبية، والتي كانت قد تراجعت لصالح التهديدات الأمنية غير التقليدية، وذلك في إطار التأكيد على دور روسيا باعتباره عاملًا مؤثرًا في ميزان القوى الأوروبي بصورة مباشرة من خلال ترسانتها العسكرية، وبصورة غير مباشرة عبر دعمها العسكري لدول معينة في شرق أوروبا، ولقد هدفت الدراسة بالتعرف على أهم أبعاد الحرب الأوكرانية ومن ثم توضيح التداعيات الناجمة عن الحرب على ألمانيا والتعرف على حجم الإنفاق العسكري الألماني قبل وبعد الحرب الروسية الأوكرانية، فضلاً عن وضع رؤية مستقبلية حول تأثير السياسة العسكرية الألمانية على الأمن الأوروبي. وتوصلت الدراسة لعدة نتائج تتعلق بتأثير الحرب الروسية الأوكرانية على السياسة العسكرية الألمانية والانعكاسات المحتملة على الأمن الأوروبي، إذ عكست الحرب الأوكرانية وجود العديد من المشكلات التي يعاني منها الجيش الألماني، وهذا بالإضافة إلى المعدات القديمة والسيئة التي أضعفت من أداء واجباته داخل الناتو، فقد عملت ألمانيا على تقليص انفاقها العسكري منذ انتهاء الحرب الباردة لتخصص حوالي 1.5% من الناتج المحلي الإجمالي للتسليح والانفاق العسكري، وهي أقل من الحد الأدنى المسموح به داخل حلف الناتو.

The Russian-Ukrainian war has produced many political, security, economic, and even social repercussions at the global level, not only at the level of Europe, as it brought about fundamental changes in the European security environment with regard to reviving the concept of conventional warfare in the security accounts of European countries, which had declined in favor of non-traditional security threats, within the scope of emphasizing the role of Russia as an influential factor in the European balance of power directly through its military arsenal, and indirectly through its military support to certain countries in Eastern Europe, and the study aimed to identify the most important dimensions of the Ukrainian war, then clarify the repercussions of the war on Germany, identify the extent of German military expenses before and after the Russian-Ukrainian war, as well as setting a future vision on the impact of German military policy on European security. The study concluded with several findings about the impact of the Russian-Ukrainian war on German military policy and the possible repercussions on European security, as the Ukrainian war reflected the existence of many issues afflicting with the German military, in addition to the old and poor equipment that undermined the performance of its duties within NATO, as Germany has worked to reduce its military expenses since the end of the Cold War to allocate about 1.5% of GDP to armament and military spending, which is below the minimum allowable within NATO.
