تعتبر مشكلة العمالة غير المنتظمة من المشكلات الاجتماعية التى تهدد امن واستقرار المجتمع ، والتى تعاني منها المجتمعات النامية والمتقدمة في الوقت الحالى وفي ضوء المتغيرات التي مر بها العالم من ازمات ومخاطر مثل جائحة كورونا –كوفيد 19- وانتشاره عالميا و تداعياته الاقتصادية والاجتماعية ستكون كبيرة ومؤثرة على المستويين العالمى والوطنى ، نتج عنها تأثير على المنظومة الاقتصادية والاجتماعية ،طالة مصر مثلما طالة جميع دول العالم ، حيث من المؤكد ان اى ازمة يمر بها العالم تترك اثارها على الجميع رغم تفاوت هذة الاثار من دولة لاخرى طبقا لاوضاعها الاقتصادية والسياسية .فقد كشفت ازمة فيروس كوفيد 19 الظروف المعيشية المتدهورة للقطاع غير الرسمى بكاملة بداية من الفقر والبطالة والمساعدات الفردية ، وصولا الى التكلفة الباهظة للحصول على الخدمات الصحية وانعدام الحماية القانونية .
وتأتى أهمية الدراسة بناء على ما تقدمه الدراسة الحالية من بيانات ومفاهيم مستمدة من الواقع الفعلي لأوضاع العمالة غير المنتظمة والمتأثرة اقتصاديا واجتماعيا سواء بالقرارت الحكومية او بالوباء العالمي كوفيد 19 وغيرها من الأزمات . فقد تكون تلك الدراسة وغيرها من الدراسات المشابهة مرشدا و دليلا علميا للباحثين المهتمين بدراسة إدارة الأزمات وتأثيرها اجتماعيا واقتصاديا على المواطنين ورصد وتحليل واقع الازمة على فئة العمالة غير المنتظمة ومن هنا تأتى أهمية الدراسة حيث تساعد الدراسة على جمع أكبر قدر ممكن من الدراسات والمعلومات المتعلقة بموضوع الدراسة ويكون المسح من أجل التوضيح والعلاج والتشخيص الامثل للمشكلة وبيان كيفية التعامل معها و تساعد الدراسة على دراسة للموقف الحالى والوقوف على ماهية الخدمات والامكانات المتاحة وهو بطبيعة الحال قد تساهم فى بناء رؤية إستراتيجية للمستقبل كما تساعد الدراسة نحو اتخاذ أنسب القرارات بصورة موضوعية وتبعاً لمعايير واضحة لتحديد أنسب التوجهات سواء بالإعتماد على مصادر جمع المعلومات بصورة مباشرة وغير المباشرة.

The problem of irregular employment is considered one of the social problems that threaten the security and stability of society, and from which developing and developed societies suffer at the present time, and in light of the changes that the world has gone through in terms of crises and risks, such as the Corona pandemic - Covid 19 - and its global spread, and its economic and social repercussions will be great and influential on the world. At the global and national levels, it resulted in an impact on the economic and social system, affecting Egypt as it affected all countries of the world, as it is certain that any crisis the world is going through leaves its effects on everyone, despite the variation of these effects from one country to another according to its economic and political conditions. The Covid crisis has revealed 19 The deteriorating living conditions of the entire informal sector, starting from poverty, unemployment, and individual assistance, all the way to the high cost of obtaining health services and the lack of legal protection.
The importance of the study comes based on the data and concepts provided by the current study derived from the actual reality of irregular employment conditions that are affected economically and socially, whether by government decisions or the global pandemic Covid-19 and other crises. This study and other similar studies may be a guide and scientific guide for researchers interested in studying crisis management and its social and economic impact on citizens and monitoring and analyzing the reality of the crisis on the category of irregular workers. Hence the importance of the study, as the study helps to collect the largest possible amount of studies and information related to the subject of the study. The survey is for the purpose of clarification, treatment, and optimal diagnosis of the problem and a statement of how to deal with it. The study helps to study the current situation and determine what services and capabilities are available, which of course may contribute to building a strategic vision for the future. The study also helps towards making the most appropriate decisions objectively and according to clear criteria to determine the most appropriate directions. Whether by relying on direct or indirect sources of information collection.
