520			_aتمثلت مشكلة الدراسة في الإجابة عن التساؤل البحثي الاتي : الى إي مدى يؤثر تأخر إقرار الموازنة العامة على الاقتصاد العراقي؟ وقامت الدراسة على الفرضية الاساسية وهي : ان تأخر اقرار الموازنة العامة يؤثر بشكل سلبي على الاقتصاد العراقي، وهدفت الدراسة إلى تحديد حيثيات مشكلة تأخر إقرار الموازنة العامة بشكل عام، والتعرف على شبكة العوامل التي أدت إلى تأخر إقرار الموازنة العامة، ومعرفة الى اي مدى اثر تأخر اقرار الموازنة العامة على الاقتصاد العراقي، وهل ادى عدم إقرار الموازنة الى نتائج سلبية في الفترات اللاحقة؟ من خلال الدراسة التحليلية التي قامت بها الباحثة توصلت الى مجموعة من النتائج تتمثل في: النتائج المتعلقة بعوامل تأخر اقرار الموازنة العامة في الفترة من 2012الى 2022 وهي انكشاف الموازنة العراقية على الخارج، تأخر إعداد الموازنة من قبل السلطة التنفيذية، والعمل بالموازنة الشهرية، والعامل السياسي، وتأخر الحكومة في إرسال الموازنة، أما النتائج المتعلقة بالتحديات التي واجهت إقرار الموازنة العامة بجمهورية العراق في الفترة من 2012 : 2022 وهي التحديات الشكلية والتحديات الموضوعية، والفساد السياسي، وتضخم الإنفاق الحكومي وتهريب الاموال خارج العراق، أما النتائج المتعلقة بالجوانب السلبية في التشريعات التي رافقت إقرار الموازنة العامة بجمهورية العراق في الفترة من 2012 الى 2022، وهي تضخم وظائف مجلس النواب، وغياب المعارضة فيه، أما النتائج المتعلقة بالآثار المترتبة على تأخر لإقرار الموازنة العامة في العراق في الفترة من 2012الى 2022، تتمثل في توقف عجلة الاستثمار، والتمويل باللجوء إلى الاقتراض، واتباع أسلوب الإصدار النقدي الجديد، والتضخم. وأوصت الباحثة بمجموعة من التوصيات أهمها ضرورة وجود موظفين جدد بخبرة عالية في هذا المجال للحد من المبالغة في تقديرات الموازنة العامة، وزيادة معدلات الثقة في الموظفين دائرة الموازنة في وزارة المالية وفي تقديرات الوزارات والدوائر التابعة لها لاحتياجاتها، وضرورة الرفع من كفاءة الجهاز الضريبي في تحصيل الإيرادات العامة بشكل كامل، والحد من عجزه عن تنمية الموارد بما يكفي لتلبية الاحتياجات المتزايدة

As for the consequences related to the consequences of the delay in approving the general budget in Iraq in the period from 2012 to 2022, they are represented by the cessation of the wheel of investment and financing through asylum. The researcher recommended a set of recommendations, the most important of which is the necessity of having new employees with high experience in this field to reduce exaggeration in general budget estimates, increasing levels of confidence in the employees of the Budget Department in the Ministry of Finance and in the estimates of their affiliated ministries and departments for their needs, and the necessity of increasing the efficiency of the tax apparatus in collecting revenues.
