520			_aلقد عاشت مصر فترة مليئة بالحراك السياسي المتمثل في قيام ثورتين في أقل من عامين تهدف إلى توجيه مصر نحو المسار الديمقراطي، الأمر الذي يبرز أهمية منظمات المجتمع المدني في المجال العام وأهمية دراسة مدى فاعليتها في المجال العام في مصر وبالتالي تشكل لدى الباحث دافعاً لإجراء الدراسة الحالية بهدف الكشف عن أدوار مؤسسات المجتمع المدني في إدارة الأزمات والكوارث التي واجهتها مصر، وتم استخدام المنهج الوصفي التحليلي، بالاعتماد على استمارة الاستبيان كأداة لجمع البيانات، وتوصلت الدراسة إلى عدة نتائج أهمها أن دور مؤسسات المجتمع المدني له تأثير إيجابي على إدارة الأزمات والكوارث والمتمثلة في (التقييم البعدي للازمات والكوارث والاليات التنفيذية لمواجهة الأزمات والكوارث وتشكيل فريق إدارة الأزمات والكوارث وتقييم وادراك الأزمات والكوارث) يؤثر كل من ( التوعية والتثقيف وبناء الانسان، ، رسم وتدعيم السياسات التنموية، الرقابة وضمان الحقوق والحريات) على إدارة الأزمات والكوارث بينما ان توفير الخدمات والمساعدات لها تأثير ضعيف على إدارة الأزمات والكوارث وذلك على الرغم من جود ارتباط إيجابي مع إدارة الأزمات والكوارث الا أنه في ظل باقي الأبعاد فإن تأثيره ينعدم على إدارة الأزمات والكوارث، وبناءً على نتائج الدراسة قدم الباحث عدة توصيات منها إطلاق مشروع تتبناه الحكومة المصرية بهدف التأسيس لشراكة فاعلة بين منظمات المجتمع المدني والقطاع الخاص والقطاع الحكومي وتوزيع المسئولية فيما بين القطاعات الثلاثة لكي يصبح لدى الدولة منظومة متكاملة لإدارة الأزمات بصورة أكثر كفاءة وفاعلية، كما يجب وضع خريطة مجتمعية ترتبط بالفئات المستفيدة من خدمات منظمات المجتمع المدني تسهل من الوصول لهم وقت الأزمات والكوارث، وضرورة تأسيس قسم إداري متخصص بكل جمعية أهلية في مواجهة الأزمات والكوارث وتدريب العاملين به على كيفية استخدام الإستراتيجيات الحديثة في إدارة الأزمة بهدف زيادة كفاءة الجمعية وفعاليتها وجاهزيتها للتدخل السريع للتخفيف من حدة الأزمة.
520			_aEgypt has recently lived through a period full of political activity represented by two revolutions in less than two years aimed at directing Egypt towards the democratic path, which highlights the importance of civil society organizations in the public sphere and the importance of studying the extent of their effectiveness in the public sphere in Egypt, and thus constitutes for the researcher an incentive To conduct the current study with the aim of revealing the roles of civil society organizations in managing crises and disasters that Egypt faced, the descriptive analytical approach was used, relying on the questionnaire form as a tool for collecting data. The study reached several results, the most important of which is that the role of civil society organizations has a positive impact on crisis and disaster management. Which is represented in (post-evaluation of crises and disasters, executive mechanisms to confront crises and disasters, formation of a crisis and disaster management team, and assessment and awareness of crises and disasters). All of (awareness, education, human building, drawing and strengthening development policies, oversight and ensuring rights and freedoms) affect the management of crises and disasters, while the provision of services Aid has a weak impact on crisis and disaster management. Although there is a positive correlation with crisis and disaster management, in light of the other dimensions, its impact on crisis and disaster management is nonexistent. Based on the results of the study, the researcher made several recommendations, including launching a project adopted by the Egyptian government with the aim of establishing a partnership. Effective between civil society organizations, the private sector, and the government sector, and the distribution of responsibility among the three sectors so that the state has an integrated system for managing crises in a more efficient and effective manner. A community map must also be developed linked to the groups that benefit from the services of civil society organizations, which facilitates access to them in times of crises and disasters. Establishing an administrative department specialized in each NGO in confronting crises and disasters, and training its employees on how to use modern strategies in crisis management, with the aim of increasing the association’s efficiency, effectiveness, and readiness for rapid intervention to alleviate the severity of the crisis.
