520		3	_aViolence against women is one of the critical phenomena and challenges that has many serious consequences at the level of individuals and societies. Refugee women are more vulnerable to violence. Given the seriousness of violence against refugee women and the continuous increase in the number of asylum seekers in Egypt, this study sheds light on the problem of violence against refugee women. It reveals the role of European-funded civil society organizations in combating violence against refugee women in Egypt from 2012 to 2020. Based on the Social-Ecological model, the study reviews the most essential protection and risk factors that influence the levels of violence and the services of civil society organizations provided to refugee women. The Social-Ecological Model is a tool for understanding the causes of violence against women as well as factors for preventing violence and empowering women. It recognizes the complex interactions between individuals, relationships, communities, and societal aspects. This study divides the model into four basic levels: individuals, relationships, civil society organizations, and the societal level.
520		3	_aنظرًا إلى خطورة مشكلة العنف ضد النساء والفتيات، والتزايد المستمر في أعداد طالبي اللجوء في مصر منذ 2012، فإن هذه الأطروحة تسلط الضوء على مشكلة العنف ضد المرأة اللاجئة ودور منظمات المجتمع المدني ذات التمويل الأوروبي في مكافحة العنف ضد اللاجئات في مصر في الفترة من 2012-2020. تتعمق هذه الدراسة في عوامل الحماية والخطر المؤثرة على مدى تعرض النساء اللاجئات للعنف وجهود منظمات المجتمع المدني لمكافحة العنف ضد اللاجئات والوقاية منه في مصر. تستند هذه الدراسة إلى النموذج البيئي الاجتماعي الذي يُعَد أداة لفهم أسباب العنف ضد المرأة، وعوامل الوقاية منه، وتمكين المرأة. كما أن هذا النموذج يعترف بالتفاعلات بين الأفراد والمجتمعات والجوانب المؤسسية المختلفة. قَسَّمَت الدراسة النموذج إلى أربعة مستويات أساسية: النساء اللاجئات، والعلاقات، والمجتمع بما يشتمل من منظمات مجتمع مدني، والسياق المصري بما يحتوي من مؤسسات وقوانين. تناولت الدراسة أمثلة لمنظمات غير حكومية وطنية ودولية نّفّذّت مشروعات خاصة بالاستجابة للعنف، وكذلك بالوقاية الأولية منه من خلال تفعيل التمكين الاجتماعي للنساء اللاجئات. ارتكزت الدراسة على مجموعة من اللقاءات المتعمقة مع بعض العاملين في مجال حماية اللاجئين في مصر، ومع مجموعة من اللاجئات. خَلُصَت الدراسة إلى أن منظمات المجتمع المدني قدمت مساهمات كبيرة للاستجابة والوقاية من العنف ضد اللاجئات في مصر منذ عام 2014 بدعم وتعاون من مختلف الفاعلين. ومن ناحية أخرى، فإن توالي الأزمات الدولية والإقليمية أدى إلى اختلاف تركيبة اللاجئين الديموغرافية منذ 2012 وزيادة أعدادهم في مقابل تحديات التمويل وتغير تفضيلات المانحين. هذا ما يستدعي ضرورة التقكير في تطوير آليات مكافحة العنف، والبحث في هذا المجال وفقًا للسياق، والتركيز على مفاهيم الوقاية الأولية من العنف المتمثلة في نشر الوعي بين المجتمعات، وتدعيم التمكين الاجتماعي والاقتصادي للاجئات كآليات لمنع العنف قبل حدوثه.
