520			_aفي ظل التحولات الدولية المتسارعة، برزت الحاجة إلى تطوير آليات الحماية الدولية لحقوق الإنسان، وهو ما دفع الأمم المتحدة إلى إنشاء مجلس حقوق الإنسان كبديل للجنة حقوق الإنسان السابقة، بهدف تعزيز الحماية والرقابة على أوضاع حقوق الإنسان عالميًا. تهدف هذه الدراسة إلى تحليل الإطار القانوني والتنظيمي للمجلس، وتقييم مدى فاعليته في تنفيذ القوانين الدولية المتعلقة بحقوق الإنسان، مع التركيز على دوره في النزاعات المسلحة. اعتمدت الدراسة على المنهج التحليلي، التاريخي، والوصفي لمناقشة تطور حقوق الإنسان، ووضع المجلس القانوني، والتحديات التي تعترض عمله. وقد خلصت الدراسة إلى أن المجلس بحاجة إلى إصلاحات جوهرية تعزز من استقلاليته وفاعليته، وذلك من خلال تطوير آلياته وتعزيز التعاون الدولي لضمان حماية أكثر شمولًا لحقوق الإنسان.
520			_aIn light of rapid international transformations, the need to develop global mechanisms for the protection of human rights has become increasingly apparent. This necessity prompted the United Nations to establish the Human Rights Council as a replacement for the former Human Rights Commission, with the aim of enhancing protection and oversight of human rights conditions worldwide. This study aims to analyze the legal and organizational framework of the Council and assess its effectiveness in implementing international laws related to human rights, with a particular focus on its role in armed conflicts. The study employs analytical, historical, and descriptive methodologies to discuss the evolution of human rights, the legal status of the Council, and the challenges confronting its work. It concludes that the Council requires fundamental reforms to strengthen its independence and effectiveness through the development of its mechanisms and the enhancement of international cooperation to ensure a more comprehensive protection of human rights.
