520			_aأظهرت العديد من الدراسات وجود ارتباط وثيق بين التعليم والتفاوتات بــين الدول في مسـتويات الخصوبـة والوفيـات. الأمر الذي يجعل من التعليم عاملاً هاماً في حدوث التحولات الديموجرافية التي تمر بها الدول. بيد أن تقديم خدمات تعليمية جيدة تتطلب تطبيقاً لمبادئ الحوكمة الرشيدة لضمان كفاءة وشمولية هذه الخدمات. ونظراً لأن التحولات الديموجرافية ليست ثابتة وتختلف بمرور الوقت، يهدف هذا البحث إلى معرفة هل تطبيق معايير الحوكمة الرشيدة في قطاع التعليم يحتاج إلى التكيف مع مرحلة التحول الديموجرافي التي تمر بها الدول. ومن خلال استخدام طريقة المربعات الصغرى المعممة لعينة تضم 110 دولة خلال الفترة من 1984 و2017 أظهرت النتائج وجود علاقة إيجابية وذات دلالة إحصائية بين مدى توافق تطبيق معايير الحوكمة الرشيدة مع مرحلة التحول الديموجرافي التي تشهدها كل دولة. حيث يعزز هذا التوافق كفاءة الخدمات التعليمية بشكل مضاعف مقارنة بعدم ملاءمتها للمرحلة الديموجرافية. تم تطبيق هذه النتائج على الحالة المصرية من خلال تقديم أطر لتحسين مبادئ المشاركة والمساءلة والاستجابة والسيطرة على الفساد في قطاع التعليم الأساسي المصري بهدف تحسين جودة الخدمات التعليمية.
520			_aMany studies have highlighted the strong relationship between education and disparities among countries in fertility and mortality rates. This emphasizes the crucial role played by Education in driving the demographic transitions experienced by nations. However, providing high-quality educational services requires the implementation of good governance principles to ensure the efficiency and inclusiveness of these services. As demographic transitions are not constant and continually evolve, this research aims to explore whether applying good governance standards in education needs to align with the demographic transition phase a country is undergoing. By employing the Generalized Least Squares (GLS) method on a sample of 110 countries from 1984 to 2017, the results revealed a statistically significant positive relationship between the suitability of applying good governance standards and the demographic transition phase of each country. This alignment significantly enhances the efficiency of educational services, with a multiplied effect compared to cases where the standards are not aligned with the demographic phase. These findings were applied to the Egyptian case by proposing frameworks to improve the principles of participation, accountability, responsiveness, and corruption control in Egypt's basic education sector to achieve better outcomes in enhancing the quality of educational services.
