هدف البحث إلى تنمية مهارات الكفاية التواصلية الكتابية المتمثلة في التعبير الكتابي الوظيفي المستند على بعض مهارات الفهم القرائي لدى طلاب اللغة العربية الناطقين بغيرها في المستوى المتوسط في ضوء المدخل الوظيفي، مما تتطلب إعداد استراتيجية قائمة على المدخل الوظيفي، تمكنهم من هذه المهارات ليستطيع الطلاب الفهم، واستخلاص الأفكار العامة والفرعية، والتغلب على مشكلة التواصل الكتابي، وتركيب الجمل، واختيار المفردات، وكذلك ترتيب الأفكار وتنظيمها، وقد استلزم بناء الاستراتيجية تحديد مهارات الكفاية التواصلية الكتابية المتمثلة في التعبير الكتابي الوظيفي المستند على بعض مهارات الفهم القرائي المناسبة لطلاب اللغة العربية الناطقين بغيرها في المستوى المتوسط، وبناء اختبار في التعبير الكتابي الوظيفي يستلزم بعض مهارات الفهم القرائي، وكذلك تحديد أسس الاستراتيجية القائمة على المدخل الوظيفي لتنمية مهارات الكفاية التواصلية لدى طلاب اللغة العربية الناطقين بغيرها في المستوى المتوسط، وبتطبيق الاستراتيجية المقترحة أظهرت النتائج وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0.01) بين درجات طلاب المجموعة التجريبية في التطبيقين القبلي والبعدي لصالح التطبيق البعدي، وهو ما يؤكد فاعلية الاستراتيجية المقترحة في تمكين طلاب المجموعة التجريبية الواحدة من مهارات الكفاية التواصلية الكتابية المتمثلة في التعبير الكتابي الوظيفي المستند على بعض مهارات الفهم القرائي لدى طلاب اللغة العربية الناطقين بغيرها في المستوى المتوسط.

The Study aims to know the effectiveness of the functional approach develop the communicative sufficiency skills at the students of Arabic language speaking other languages at the intermediate level, which requires the preparation of a strategy based on the functional approach, enabling them to these skills to be able to understand, get general and sub-ideas, and overcome the problem of pronunciation, and the problem of syntax The problem of choosing vocabulary, as well as the arrangement and organization of ideas. Building the strategy entailed identifying appropriate expression skills for the students of Arabic language speaking other languages at the intermediate level, building a test in the two expressions of silent reading and writing, as well as defining a strategy based on the functional approach, to develop the communicative competence skills of the students of Arabic language speaking other languages at the intermediate level. and knowing the effectiveness of the existing strategy based on the functional approach, in developing the communicative competence of the students of Arabic language speaking other languages at the intermediate level. As well as knowing the effectiveness of the strategy based on the functional approach, to develop the communication competence skills of the students of Arabic language speaking other languages at the intermediate level, by applying the strategy, the results showed that there were statistically significant differences at the level (0.01) between the scores of the experimental group students in the pre and post applications in favor of the post application, which confirms the effectiveness of the proposed strategy in empowering the students of the experimental group with written communicative skills.
