تهدف الدراسة إلى تحديد نظام يحدد طرق معاملة الكوادر البشرية العاملة بالهيكل التنظيمي في المؤسسات التعليمية ، من حيث تنميتهم مهنياً، وتخطيط مسارتهم الوظيفية ، ووضع نظام للأجور والحوافز والمكافآت والرعاية الصحية والاجتماعية، مما يمكنها من تقويم أدائهم ومحاسبتهم ، معنى ذلك أن إدارة أي مؤسسة لكي تمارس أنشطتها يلزمها مجموعة من الموارد المادية والمعنوية والبشرية، فالأولى تتمثل في الأموال والمعدات والآلات والأدوات وغيرها، أما الثانية فتتمثل في الأفكار والطرق والأساليب والمعلومات، في حين أن الثالث وهي الموارد البشرية وتتمثل في الإنسان والذي عن طريق استغلاله الاستغلال الأمثل يحقق الإدارة أقصى فائدة ممكنة من بقية الموارد المستخدمة، وعلى هذا فإن العنصر البشري أصبح محاطاً من جميع الجهات وفي كل المؤسسات. The study aims to determine a system that defines the methods of treating human cadres working in the organizational structure of educational institutions, in terms of their professional development, planning their career paths, and establishing a system of wages, incentives, rewards, health and social care, which enables them to evaluate their performance and hold them accountable. This means that the management of any institution in order to carry out its activities requires a set of material, moral and human resources. The first is represented by money, equipment, machines, tools and others. The second is represented by ideas, methods, techniques and information, while the third is human resources, represented by the human being, who, by exploiting him optimally, the management achieves the maximum possible benefit from the rest of the resources used. Accordingly, the human element has become surrounded from all sides and in all institutions by a set of challenges
