This research explores the maturity level of project management as a crucial determinant of organizational success in achieving strategic objectives, specifically within government construction projects. It examines established maturity measurement models, including the OPM3 model from the Project Management Institute (PMI) and the P3M3 model developed by the UK government. These models assess organizations' capability to implement effective project management methodologies.<br/><br/>The study emphasizes that organizational project management is a key factor affecting maturity levels, drawing on two theoretical frameworks: traditional organizational theory, which prioritizes efficiency and standardized procedures, and human relations theory, which highlights the role of human factors in enhancing productivity. The findings suggest that a focus on human resource development and training can significantly improve organizational efficiency, thus impacting overall project management maturity.<br/><br/>Given the unique characteristics of government projects—including budget constraints, regulatory compliance, complex stakeholder environments, and political influences—the research formulates three hypotheses. These hypotheses investigate the relationship between various dimensions of maturity (planning, learning, development, support, and evaluation) and factors such as education and years of experience.<br/>Data was collected through a combination of primary sources, including questionnaires distributed via Google Forms and analyzed using SPSS, alongside secondary sources comprising relevant literature. The results highlight the importance of tailored training and support systems in enhancing project management maturity.<br/>In conclusion, the research underscores the necessity for continuous improvement in project management practices within government sectors, recommending the adoption of structured training programs and regular assessments to foster higher maturity levels and better project outcomes. |
