لما كانت الاستثمارات الأجنبية المباشرة أحد أهم رکائز النمو الاقتصادي واستدامته للدول نظرًا للدور الذي يمكن أن تلعبه في عمليات التنمية الاقتصادية حيث تعد مصدرًا مهمًا للعملة الأجنبية التي تستخدم في تغذية الاحتياطي الأجنبي للدولة وكذلك في تسديد المديونية الخارجية بالإضافة إلى ما يمكن أن تسهم به في نقل وتوطين التكنولوجيا وتخفيض نسب البطالة.من ثم تناولت هذه الدراسة دور تحسين بيئة الأعمال والاستثمار في مصر في الحد من تداعيات أزمة "كورونا" على تراجع تدفقات الاستثمار الأجنبي المباشر الواردة إلى مصر خلال فترة الأزمة وحتى اتساع دائرة التفاؤل بقرب الخروج من الجائحة مع التعافي التدريجي والتغلب على حالة الطوارىء في عام 2022 من خلال تحليل بيئة الاستثمار في مصر عبر دراسة اتجاهات تطور تدفقات الاستثمار الأجنبي المباشر في مصر قبل الأزمة وبعدها، وتداعيات الجائحة على الاستثمار الأجنبي المباشر في مصر وعالمياً، وكذلك الجهود الدولية والمصرية للحد من التداعيات الاقتصادية للجائحة بالإضافة إلى دراسة أهم محددات بيئة الاستثمار الأجنبي المباشر في مصر وتحليل مدى تنافسية بيئة الأعمال المصرية في ضوء عدد من المؤشرات الدولية التي تقيس مدى تنافسية مناخ وبيئة الاستثمار.وانتهت إلى تقديم عدد من التوصيات والمقترحات لتطوير بيئة الأعمال ومناخ الاستثمار في مصر على عدة محاور بما يسهم في الحد من تداعيات الجائحة على تدفقات الاستثمارات الأجنبية المباشرة واستغلال الفرص التي قد تتيحها الجائحة من خلال استقطاب المزيد من الاستثمارات الأجنبية الباحثة عن وجهات جديدة في أعقاب الأزمة.

The study addressed the role of improving the business and investment environment in Egypt in reducing the repercussions of the “Corona” crisis on the decline in inflows of foreign direct investment into Egypt during the crisis period and until the circle of optimism expands about the imminent exit from the pandemic with the gradual recovery and overcoming of the state of emergency in the year 2022 through an analysis The investment environment in Egypt by studying the trends in the development of foreign direct investment flows in Egypt before and after the crisis, and the repercussions of the pandemic on foreign direct investment in Egypt and globally, as well as international and Egyptian efforts to limit the economic repercussions of the pandemic, in addition to studying the most important determinants of the foreign direct investment environment in Egypt and analyzing the extent The competitiveness of the Egyptian business environment in light of a number of international indicators that measure the competitiveness of the investment climate and environment.Finally it concluded by presenting a number of recommendations and proposals to develop the business environment and investment climate in Egypt on several axes, thus contributing to reducing the repercussions of the pandemic on foreign direct investment flows and exploiting the opportunities that the pandemic may provide by attracting more foreign investments searching for new destinations in the wake of the crisis.
