The oil and gas sector has more obstacles, uncertainties, shocks, and hazards than any
other industry, particularly in the procurement and supply chain management area.
Procurement management plays a crucial role in determining the success of a project by
ensuring the timely acquisition of resources, materials, and services. Effective
procurement processes contribute to cost efficiency, risk mitigation, quality assurance,
and overall project performance. The research aims at determining the impact of well-
structured procurement processes on the oil and gas project success, emphasizing key
factors such as Procurement planning, implementation Strategies, electronic purchasing
system, contract management, Supplier relationship management, Budget allocating
and monitor. There has been limited formal research conducted to determine the role of
procurement management processes and project success in the Egyptian oil and gas
sector. Previous researches studied the disruptions in oil and gas supply chain (OGSC)
from different perspectives: economic, social, political, technical, safety, legal, and
environmental perspectives, but no research highlighted the procurement perspective in
the Egyptian context.
The research main objective is to investigate and examine the relationship between
procurement management processes and project success for the oil and gas projects
using a case study on one of the leading oil and gas companies in the Egyptian Petroleum
sector. The research also identify challenges Faced during the Implementation of
procurement processes, suggests the best resilience practices to mitigate the
procurement disruptions. In this research, both of primary and secondary data were used
to gather information. Primary data collected through a questionnaire that was
distributed to seventy managers working in procurement, finance and projects
managements in one of the oil and gas company in Egypt. The questionnaire was
answered by fifty respondents. Secondary data were collected from a variety of sources
from the literature review like journals, researches, dissertations, articles, reports and
worldwide web. Researcher used SPSS version 25 and IBM SPSS AMOS version 24
structural equation modelling were used as statistical tools for data analysis approach.
The dissertation reached the conclusion that effective procurement involves strategic
planning, contract management, supplier relationship management, automated
purchasing system, information sharing, Budget allocating and monitoring, efficient
execution and continuous monitoring. In addition to defining clear requirements,
researching suppliers, and negotiating optimal contracts, that will minimize risks and
contributes to the attainment of organizational objectives with respect to time, cost and
quality for projects’ hence project success. Moreover, implementing quality control
measures ensures that procured goods and services meet the required specifications,
while regular performance evaluations help refine procurement processes and foster
long-term partnerships with reliable suppliers. Collectively, these practices constitute
essential components of procurement management processes, which play a significant
role and demonstrate a positive correlation with project performance and success in the
Egyptian petroleum sector. Therefore, organizations must invest in procurement
planning, supplier relationship management and digital procurement tools to maximize
projects success and sustain competitiveness.

يُعد قطاع النفط والغاز من أكثر القطاعات الاقتصادية تعرضًا للتحديات والاضطرابات والصدمات مقارنة بغيره من القطاعات الإنتاجية والخدمية الأخرى، ويرجع ذلك إلى طبيعته الديناميكية المعقدة واعتماده الكبير على سلاسل إمداد طويلة وعالمية. وتُعد إدارة المشتريات وسلاسل الإمداد أحد المحاور الأساسية التي تؤثر تأثيرًا مباشرًا على استدامة المشاريع في هذا القطاع الحيوي. إذ تلعب إدارة المشتريات دورًا جوهريًا في دعم نجاح المشروعات من خلال ضمان الحصول على الموارد والمواد والخدمات المطلوبة بالجودة المناسبة وفي التوقيت الملائم وبأقل تكلفة ممكنة.
من هذا المنطلق، تسهم كفاءة وفاعلية عمليات المشتريات بصورة رئيسة في تعزيز الكفاءة التشغيلية، وخفض التكاليف، وإدارة المخاطر، وضمان الجودة، وتحقيق الأهداف الزمنية والمالية للمشروعات، بما ينعكس إيجابًا على الأداء العام للمؤسسة. وفي ضوء هذه الأهمية المتزايدة، يهدف هذا البحث إلى دراسة أثر العمليات الفعّالة لإدارة المشتريات على نجاح مشروعات النفط والغاز، مع التركيز على مجموعة من العوامل الجوهرية مثل: تخطيط المشتريات، استراتيجيات التنفيذ الفعالة، أنظمة المشتريات الإلكترونية، إدارة العقود، إدارة علاقات الموردين، وتخصيص الميزانية ومراقبة استخدامها بكفاءة.
ورغم تعدد الدراسات السابقة التي تناولت الاضطرابات في سلاسل الإمداد لمشروعات النفط والغاز من زوايا اقتصادية، اجتماعية، سياسية، تقنية، أمنية، قانونية وبيئية، إلا أن هناك فجوة بحثية واضحة فيما يتعلق بدراسة أثر إدارة المشتريات من منظور شامل، لاسيما في السياق المصري. ومن هنا، يسعى هذا البحث إلى استكشاف العلاقة بين العمليات الفعالة لإدارة المشتريات ونجاح مشروعات النفط والغاز المصرية، من خلال دراسة حالة لإحدى الشركات الرائدة في قطاع البترول المصري. كما يتناول البحث التحديات التي تواجه تنفيذ عمليات المشتريات، ويقترح أفضل الممارسات للتغلب عليها.
اعتمدت الدراسة على كل من البيانات الأولية والثانوية؛ حيث تم جمع البيانات الأولية من خلال استبيان وُزع على 70 مديراً في مجالات المشتريات والمالية وإدارة المشروعات بإحدى شركات النفط والغاز المصرية، استجاب له 50 مشاركًا. بينما تم جمع البيانات الثانوية من الأدبيات المنشورة مثل الدوريات العلمية، والأبحاث الأكاديمية، والرسائل العلمية، والمقالات، والتقارير، والمصادر الإلكترونية. واستخدم الباحث برنامجي SPSS (الإصدار 25) وAMOS (الإصدار 24) للتحليل الإحصائي واستخلاص النتائج.
وقد توصلت الدراسة إلى أن إدارة المشتريات الفعالة تعتمد على أنشطة مترابطة من أبرزها: التخطيط الاستراتيجي الدقيق، إدارة العقود بكفاءة، بناء علاقات طويلة الأمد مع الموردين، تبني أنظمة إلكترونية متقدمة، وتخصيص الموارد المالية ومراقبة تنفيذ الميزانية بشكل مستمر. كما أكدت النتائج أهمية تحديد المتطلبات بوضوح، والبحث عن الموردين الأكفاء، والتفاوض للحصول على أفضل الشروط التعاقدية، مما يسهم في تقليل المخاطر وتحقيق أهداف المشروعات من حيث الوقت، والتكلفة، والجودة. بالإضافة إلى ذلك، فإن تطبيق إجراءات فعّالة لمراقبة الجودة يضمن مطابقة السلع والخدمات للمواصفات المطلوبة، بينما يساهم التقييم الدوري لأداء المشتريات في تحسينها وتعزيز الشراكات طويلة الأمد مع الموردين الموثوقين.
ختامًا، أثبتت الدراسة أن عمليات إدارة المشتريات الفعّالة لها دور وتأثير إيجابي ملموس على نجاح مشروعات النفط والغاز في قطاع البترول المصري، وعليه توصي بضرورة استثمار المؤسسات في تخطيط المشتريات، وتعزيز علاقات الموردين، وتبني الأدوات الرقمية الحديثة لتعظيم فرص نجاح المشروعات وضمان استدامة التنافسية.
